“Emissions reduction requirements for storage tank cleaning”
Gases and vapors are to be ducted into a gas collection or
emissions filtering system
Emissions occurring during inspections or storage tank cleaning are to be channeled into a combustor or equivalent measures be implemented to reduce emissions.

... For organic materials, a level of 99.9% emissions reduction may not be exceeded based on total carbon or on a mass concentration of 20 mg/m³ based on total carbon;...”
